Mayan Governemnt
No single king ruled the entire civilization alone. Instead there were emperors selected by the nobles underneath the king who would rule different areas of the Mayan civilization. We practice a similar division with our local politics verses federal politics.
The emperor in charge of each province, would hand pick miners, builders, workers, farmers, warriors, and priests. Trade and their religious system held these diverse and individual areas together in unity.

Mayan Religion
Mayan followed a polytheistic religion centered on nature, astronomy and rituals. They worshiped a sun god, a maize (corn) god, a rain god, and a moon god along with 165 other gods. Unlike other religions, their gods led very human-like lives. They were born, grew up and performed jobs within each class, and also died.
They believed that all souls wound up in the underworld, even those of their kings. Only those sacrificed, or who died during childbirth, escaped that fate. In addition they believed that their gods were fed by human blood and so they performed human sacrifices regularly to connect with and appease their gods.
They were a people obsessed with time, spending lots of it in determining which were lucky or unlucky days to plant crops, harvest crops, go to war scheduling it based upon Venuses rise or fall in the skies.
